MEMBER RESPONSIBILITIES

In addition to those member responsibilities defined in the Diggers Hotline Membership Agreement, there are other responsibilities that each member assumes either under State Law or by agreement among the Members. The most important of these responsibilities are listed below:

For each message regarding proposed non-emergency excavation (in accordance with Section 182.0175 (2)e Wisconsin Statutes):

If the excavator is to start within ten (10) days, indicate the location of buried facilities within three (3) working days using surface markings and/or vertical markers. The color of the markings or markers shall conform with Section 182.0175 (2)e Wisconsin Statutes and ANSI Standard Z53.1 for safety colors. (See Enclosure)

For each message requesting the replacement of missing markings (a re-mark), whether called in directly to the facility owner or to Diggers Hotline, the determining factor for proceeding with the locate shall be the validity of the original ticket.

If the original ticket is no longer valid according to the criteria established in the ticket-lifespan policy, a relocate ticket will be issued with a new three (3) working day start date. The Member shall locate and mark, if needed, by the new start date.

If the original ticket is valid according to the criteria established in the ticket-lifespan policy, the operator shall ask the caller if a crew is on site.

If the caller responds "Yes" to the question, the Diggers Hotline member shall respond by telephone, or in person, by the start date and time, or generally as soon as possible to inform the caller that they do or do not have facilities at the work site and to indicate if marking will occur, and if so, the approximate time the marking will be completed.

If the answer to the question is "No," the operator shall process the relocate ticket and issue the caller a 24-hour start date. The member must then have the work site located and marked, if needed, by the start date.

For each message regarding emergency excavation (where life or property are at risk, to repair leaks or damage to facilities, or restore service) where the unforeseen work must start with less than three (3) working days advance notice:

Respond by telephone, or in person, generally within one (1) hour to inform the caller that you do or do not have buried facilities in or near the work site and to indicate if marking will occur; and if so, the approximate time the marking will be completed.

If you have buried facilities in or near the emergency excavation, mark those facilities as soon as possible. Generally, within three (3) hours, if excavation must begin within four (4) hours; or before the excavation is to start, if work is to begin after four (4) hours.

For each message regarding an appointment to meet the caller at the work site:

If you cannot meet with the caller at the designated time and place, or you do not have buried facilities in or near the proposed work site, contact the caller and reschedule the appointment; or inform him that you do not have facilities in or near the work site.

Complete marking of your facilities within three (3) working days of the appointment.

For each message requesting planning information (in accordance with Section 182.0175 (2)(a) 1:2 Wisconsin Statutes), respond within 10 (10) days after receipt of the notice by conducting field markings, providing records and taking other appropriate responses.  See the following:

                    1) Mark your facilities in or near the work site using color coded surface markings and/or vertical markers.  The color of the markingsand/or markers shall conform with Section 182.0175 (2m)b Wisconsin Statutes and ANSI Standard Z53.1 for safety colors.

                    2) Provide the caller maps/drawing showing the location of your underground facilities in or near the work site.

                    3) Mark the location of your facilities in or near the work site on maps/drawing provided by the caller.

For each message regarding a large or complex project where the caller is using prints or maps to describe the work site, Diggers Hotline will issue a start date of not less than 10 nor more than 30 calendar days from the current date.

Member shall mark the location of their buried facilities prior to the given start date, but not sooner than three (3) working days prior to the given start date.
